Ms. Rinzi Pem is the Assistant Director at the SAARC Development Fund (SDF), overseeing the Social Window of eight SAARC countries.
Ms. Rinzi hasover sixteen years of significant working experience in promoting gender equality and women’s empowerment through social policy, community-based interventions, international cooperation, programme management and resource mobilization.She was heading the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women)office in Bhutan since 2014.
She has led the development of the first ever Gender Responsive Budgeting and Planning Strategy in partnership with the Ministry of Finance. Prior to joining SDF, Ms. Rinzi was working at the Asia Pacific Regional Office of UN Women in Bangkok, Thailand. She was responsible for the monitoring and reporting of UN Women’s programme presence in 24 countries across the region. Ms. Rinzi has led various reporting of the regional office as well as quality assurance of reports and donor reports of the region. Further, she provided support for programmatic quality assurance in partner selection, partner agreements, and donor agreements.
She has extensive knowledgeand expertise in the areas of gender equality, monitoring and reporting, planning, designing, resource mobilization, implementing projects and programmes. She has managed several projects dealing with various social issues in the region and has excellent working experience with donor, government, non-government, civil society and development partners nationally and internationally.
Ms. Rinzi holds a master’s degree in Science in Gender and Development Studies from the Asian Institute of Technology, Thailand and a bachelor’s degree from Lady Shri Ram College, New Delhi, India.
